A little help

I have a friend who addopted a small chihuahua that was born with out any front legs. I was asked to make a wheelchair and I have that figured out.

What I am having problems with are the wheels. I got some wheels and tires from the hobby shop but the wheels (or rims) aren't going to work. I need to make new ones which isn't much of a problem. But I would like to put some kind of design in the center but don't have a mill.

Is there anyway some one can help me make these? I would gladly pay for you time and shipping.

John,full marks to your friend for taking on the dog.
Maybe I'm completely off base,but wouldn't the front wheels need to be castors?
Or do you have some other steering device in mind?Just thinking out loud,really.

They don't need to steer. It's going to be something like this.
