Launching that C clamp across the shop was the first thing that came to mind. :) Looks like some kind of 3 phase positive displacement pump drive, maybe using a wobble plate crankshaft?
 
I believe that that is what is called a hydrostatic drive. Most hydrostatic rives have a small reservoir and a small makeup pump to keep the hydrostatic circuit full at all times.
