Its a very sensitive drill press. Usually there is a spring connected some where along the spindle to help with the feel of super small drills. And actually the magazine "Home Shop Machinist" last year had plans for one very similar made from billet instead of castings. Looks pretty handy actually! :)
 
And a bargain at 90 bucks, IMO.

I've always used one of these for sensitive micro-drilling - not as handy, but available.

The only issue with these drills is the spindle speed. They have bronze bearings and and won't spin very fast. I have one that I use for spotting.
