I am back on the hoglet build I started in 2009. I am struggling with the cylinder fins. I tried free hand grinding a bit; that was a miserable failure: chatter, poor cutting... I could use some suggestions to get the fins cut.

I think one tip for tools for fins is to use a piece of parting blade, the extra height of the blade helps to keep it rigid.

If you're getting chatter, drop the rpm and, if you have the balls, increase the feed. Use plenty of lube and don't let the tool dwell. Minimum overhang in both the tool and the workpiece.As far as tools go, 5 deg top rake/relief and the same for front and side clearances should see you right. And only grind as much as you need on the tool.
 
If you have access to a cnc mill you could use a under cutting tool and do a circular profile with multiple passes to get the depth
