Revolving cylinder engine

Hi to all. I'm in the process of building what is called a "revolving cylinder steam engine. I have drawings made by a guy named Ernie Weinberg. Got the plans from his website, but I can't seem to find his website anymore. I'm struggling to see how the valving on this engine works. Anyone out there that has build this engine or can help me figuring out how the valving should work? Will be much appreciated.
