I'm going to make a loop on a 1 mm spring steel wire. But it's not so simple to make a tight and nice loop. So my question is - is there some good technique to do this?

A bending machine, but they are expensive for one off use. If you have a lathe you can make a bending mandrel or form to wrap the rod around

all you have to do his hold a spigot the size you whant in your chuck
bring your tool holder close and let your piano wire support itself
on your tool holder et VOILA:fan:
 
1mm piano wire can be dangerous to handle, it can snap back and/or puncture with vengeance.

Do not make it longer that you need.
Make sure is clamped well.
Use a face shield.
Use pliers to place some distance between the wire and your hands.

I am speaking from experience.
