My plans call for a shaft with a 5mm diameter. The carrier the bearing sets in also has a diameter of 5mm. A 11 X 5/4 bearing is spec'd.

Is the following correct about bearings?

11 = the diameter the bearing will fit in
5 = the diameter the shaft/axle should be
4 = the width of the bearing

According to the info in the above link, the bearing would be the same size as the carrier and the shaft. To make them fit don't the sizes need to be slightly different?

Not much!

It is very easy to "load up" a bearing that small.
A "stuff to stuff" fit will work best.
