Recieved my Taig lathe, trying to get organized with tools i got from a friend ,i found the pictured tool. How do you use it? Besides Filing and drilling or using a dental lathe and Dental Hand piece to build or improve some live steamers(G scale) i have no machining experience. I am totally glued to this forum and other machining info i find on the net ,i am building a coal fired boiler for a Aristocraft Live steam chassis and try to make the fittings/axlepump and various parts on my Taig

That's a tap holder made in the past by Jacobs, not sure if they still make it. It takes one of the little rubberflex collets made for tapping use, pretty sure it's the same collet as is used in the bigger tapping heads from Tapmatic and others. I don't think you'll find much use for it but you could flog it on eBay for a little bit, search for "jacobs 441"
