JasonB, the initial question was conversion, second to that scaling. I'm not talking about scaling, simply conversion. If you want to build a part to print specs, then yes you turn a 1" shaft to 0.984, which would be 25mm.
I was simply answering conversion, that's easy. Scaling is a whole different beast any way. Like previously stated, scaling requires more than simple conversion anyway. You have to work out volume issues... blah blah blah.
