I found it in my old stuff, don't remember where I originally got it . there was a file stuck in it, I'm not sure it belongs. Anyone ever use one?...how/what for?

Essentially just a reciprocating end used for filing or deburring. I assume its operation is the same as a hand held Die-filer.
