even if you can get access to a simple drill press it could be enough to build one of these engines. there is a lot of layout you can do with a magic marker (as a cheap alternative to dyekem) a scribe, and a set of dividers and a machinists rule. not to mention you can but calipers from harbor freight for next to nothing. you'd be surprised what you can do without a machine shop. but you may have to select the design around what you do have available.
 
I think i should be-able to make the MC Cabes runner with these simplified plans here http://npmccabe.tripod.com/runnerdetail.htm would I need a lathe or drill press for the Runner?

Edit: Im also sure i can build http://littlemachineshop.com/Products/Drawings/2593OscillatingEngineAssembly.pdf without a drill press/lathe and if i cant build EITHER of those without a lathe or drill press then I got about 20 other plans that I can list and im sure atleast one does not need any of those expensive tools
 
Are you interested in only steam engines or stirling engines too?
You can make a coke can stirling engine from scrap with no machine tools, I haven't had any luck with one yet (only had 2 attempts so far) but it might be of interest to you, if it doesn't work you haven't lost anything (except time)
