Any idea what this is? I think it may be a tool to remove the top of a 5 gallon bucket.

Hi mrehmus,
I think t hat what you have there is a toggle for a strap clamp. One end of the strap is fixed at the bottom end and the other is fixed on the hook. Then the lever is toggled over and this tightens the pre-adjusted strap.
