I like Bob's lathe idea if that is a possible option.

When I built Elmer's Horizontal Mill Engine the eccentric strap
called for a .625" hole in the large end. It had to be a close and
smooth fit to the eccentric.

My approach to that was using the 4 jaw chuck, boring the hole
to finish size.
