yes there is a hole through the spindle.
It‘s morse taper 1. It clearly says Jacob‘s chuck arbor pt A101. Morse taper 1.‘

With regard to the question 'what size is the taper in the spindle and does it have provision for a draw bar' does this picture help? Sorry for my ignorance! Tell me which bit to measure!!

Incomplete - looks like it is missing the cross head, crankshaft and connecting rod.
Have spoken to Stuart Turner who recognise the engine, and would be prepared to help with missing parts.

Difficult to put a price on as there are none for sale, but I have based this on two recent sales on eBay, going for £250 and euro 270.
Another find in my late father's prolific workshop.
