Your problem is moisture in the air, we call it Humidity in Oz, you may find a Dehumidifier will help your problem, keeping the air dry, size of the unit required depends on the Cubic Mts of the area to be contained, they are used in swimming pools to keep the place form falling down over time...

Looks to me like the its from a tyring plate , for clamping down the wooden spoke wheel hub to the plate to drop the hot tyre on on. Haven't seen one in many years but reminds me of it
