Y'know, I'd suggest that you make a test setup that lets you test one valve -- maybe with your setup above -- and just experiment with making valves work.
Don't think of it as "money wasted failing to make an engine", but rather "money well spent learning how to make valves". When you can build working valves -- then tackle an engine.
