Who made this?

I bought this engine online of course it isnt in great shape. Have never seen this exact engine anywhere. The flywheel end has a loose rod journal. You can see the where it has been wobbling in the counter weight. I would like to get this repaired by someone with a higher skill set than I have.
Any information would be great. Kieth Appleton is so busy I couldnt even look at this.
