I have not seen that small of hight gauge.
It looks like it was made for a Manufacturer.
In manufacturring there will have make a tool just one location. In California most machinist will avoid special tools as they just a tool box filler.

This looks great for hobbyists as small for small engines.

The one have is 14" and not think I gone over 5".
