Peacocks are cheap imports. If you can find a watchmaker that can fab a new hairspring, it will probably cost more than a new indicator of similar quality.
My suggestion is to toss that indicator in the trash and buy a new one of better quality like a Starrett or Mitutoyo. It will last a lifetime and will likely never need service unless you abuse it. (Ebay is a good place to look if you can't handle the price of a new one.)
