Each state is different. Texas the seller signs the title over to the new owner and keeps the tags. That makes sure the new owner registers the car in their name. Before titles a hand written bill of sale was all that was needed. With the title you put the odometer reading on sign and your done. Maybe this should be mowed over to the break room open form it is a little off topic.

Varies from state to state, in Florida it is best if you both go to the Tax Collectors office and do the paperwork together. When buying from a dealer they will sort it on line and issue a temporary plate if required. The important thing is that tax is paid!!!!
