How to make this type turbine cup shape fins?

I think maybe mount index fixture on rotary table in the Bridgeport mill. I want a 4" diameter turbine blade. Blade width not determined yet maybe .375" wide. Cup on each blade needs to be 0 to 90 degrees = 1/4 of a circle. Blade will be inside of a ring with a plate on each side with about .001" clearance for the blade to turn. Steam injectors are at a 45 degree angle on 1 side. Steam exits the other side. This should make a nice desk top turbine. Blades need a different radius cut on each side so blades have a sharp edge on both sides. Another idea is make each blade in the lathe then insert them in holes in the turbine wheel blade. 1 row of cup fins on 1 blade 4" diameter. 1 steam injector will turn the blade but 8 steam injectors around the whole turbine blade will give it 8 times more HP. Fins only need to be about .400" long each. Blade clearance on steam exit side of engine needs to be about .500" with 1 exhaust port.
