How big can a mono tube flash boiler go?

Just as the title says how big can you go with a flash boiler meaning tubing size and length and amount of coils. I’m looking for a boiler that will run 2 ray hasbrouck number 1 engines made into a twin cylinder so that will make that engine a 4 hp. Thanks for everyone’s help with this and everyone’s time. I know the whole boiler subject is a dangerous one and just looking too see what are considered Safe options before I talk to the state about going about building one.
 
Also this will be going on a scaled down steam fire engine so a water source won’t be a issue what so ever just as long that my pump doesn’t quit on me lol
 
I'd suggest two pumps, run both simultainiously at just less than half power, that way you'll have a redundancy in case one fails, you can just ramp up the other one to full power. I'm pretty sure that some paddle steamer had flash steam boilers. But i may be wrong??
 
The member you really need to be talking to is 'Speedy', a very nice and informative chap.

He builds flash steam boilers and engines in search of world or national records.

If you cannot contact SPEEDY. Try contacting George( Ooya) Im not sure he is a member here if not he is on the Model Boat Mayhem site. He is a very knowledgeable approachable gentleman and build a 40mph plus rc controlled speed boat
E T Westbury wrote one or two books on flash steam and they are available from Tee Publishing
Also this site may give some insight or at least a fun way to loose a few hours
