boiler lagging

I have a Sandy Campbell 3" boiler I used the plans from this forum. I want to wood plank the outside. Do I need to put some ceramic insulation on first then install the wood over the top.

Lay a layer of felt and then dress with tarboard and lay wood planks around + metal ribbon.
