If the motor/vfd combo requires "x" amps is it enough that the breaker is that value or is higher capacity required to allow for startup current?

I have a chance to purchase a little-used (if at all) 4-jaw universal (scroll type where all jaws move together instead of the independent style) at a great price. It is intended for a Taig lathe. The mounting is a 3/4"-16 internal thread.
How best to mount it on a mini-lathe?

Built this one (Pop Mech,Feb 1976) many years ago. It worked
well & could slice 1/8" thick slices from 4" diameter mild steel.
Sold it & bought a metal bandsaw. Latter doesn't do it better -
just faster. Often wondered why I let it go.

The usual disclaimers; I have seen used Myford lathes but have no idea what is there now.
I chose http://littlemachineshop.com/products/product_view.php?ProductID=1697&category=566826475 (4 inch independent with adapter plate for mini-lathe). The company also has 5 inch and adapter plates. I considered the 5 inch but felt it would be limited in use due to the jaws striking the ways...
