Can anybody tell me what type of tool this is and what to use it for?
It looks well made and is ground all over. The lever has a spring to it and can pivot some 30 degrees to the right

I really cant stand not knowing what it is.

Nice and sturdy. Use it as a Macadamia nut cracker until someone comes along with a sensible answer :D

Spirex makes automatic drain valves and this could be a componet of one. Just my 2 cents.
 
simple it is an automatic TOC as described in the simplex site and on the tool label.
Based on what the web site says and what was mentioned above it looks like an automatic lathe dog for center grinding.
My guess is TOC stands for Turning on Center.

Thats a Drive dog for grinders, nicely made for sure. You could use it in a lathe but only for the lightest use. If you don't want it send me a PM, depinding on size I'd buy it.
